I used the library databases and I still can't get in

The library pays for access to many different databases and journals. Some of these databases or journals have rules about how many people can use their site at one time. They may set a limit and say, for example, that only 3 or 10 people from OSU can use their site at one time - this is called limiting simultaneous or concurrent users.

Cannot access full text - limit for concurrent users reached

What to do?

Wait a few minutes and then try to open the article or database again. Hopefully the other OSU people who were using the site will have logged off by then.

Also, be considerate of other OSU people who might want to use this site. Make sure to close your tab or browser when you are finished so that other OSU users can get full text articles too.
